Hours: 8:30 am – 5:00 pm (7 ½ hours/day)

Summary

The Manager of Labor Relations will provide guidance to MTA Bus Company management on administering sick leave, contractual leave provisions, and employee policies. They will address time and attendance issues, investigate sick leave abuse, and help enforce contractual and disciplinary actions. The role includes drafting reports, conducting fraud investigations, and supporting management in resolving employee-related issues.

Responsibilities

  • Develop and implement programs to monitor and investigate employee absenteeism, sick leave abuse, fraud, and wage theft.
  • Advise management on administering contracts, policies, and employee availability.
  • Conduct investigations on sick leave, workers’ compensation, and fraud, including surveillance, reporting, and recommending actions.
  • Review and resolve disciplinary issues related to time and attendance.
  • Represent MTA Bus in grievance and disciplinary proceedings, including arbitration.
  • Generate reports related to employee availability and disciplinary actions.
  • Assist in broader labor relations tasks and special projects as needed.

Skills and Abilities

  • Strong oral and written communication skills.
  • Organizational and presentation proficiency.
  • Experience managing relationships within large organizations.
  • Expertise in labor relations, human resources, and collective bargaining agreement administration.
  • Strong analytical, investigative, and quantitative skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).

Education and Experience

Required:

  • Bachelor’s degree in Labor Relations, Human Resources, or a related field, or equivalent experience.
  • Minimum of 5 years of relevant experience, including at least 2 years in a managerial role within a large or fast-paced organization.

Preferred:

  • Knowledge of MTA Bus/NYCT collective bargaining agreements and labor-related policies.
  • Familiarity with city, state, and federal regulations, including FMLA and ADA.
  • Strong investigative skills and understanding of MTA’s internal policies.

Other Information

  • Employees in policymaking positions must file an Annual Statement of Financial Disclosure with the NYS Commission on Ethics.
  • Some after-hours work, travel, and site visits may be required.
